the two-fold role of mediator of the covenant and leader of the people. He mediates the God-initiated covenant to the nation (Exod. 20:18–21), and intercedes before the Covenant LORD on their behalf (Exod. 32:30–32; 33:12–16). He serves as shepherd of the people, leading them throughout their wilderness wanderings (cf. Num. 27:17–23). In these various roles he serves by divine appointment as a prophetic figure anticipating a greater than Moses yet to come who will at the same time be ‘like’ Moses
